Understand every readiness gate.
Existing KCI thresholds determine candidate coverage. Benchmark compatibility and historical depth are separate warnings; they do not silently redefine price-index publication rules.
Readiness is evaluated from current public observations. Publication requires a frozen calculation run, admin review and explicit human publication. Provider concentration below refers to observation share, not market share or benchmark weight.
